Applying for a PAN Card
Whether an Indian or a foreigner, you can submit the application form for a PAN card online and offline. Online applications for PAN Cards can be submitted at any of the below-mentioned websites:

It is to be noted that Indian residents must fill out Form 49A, whereas the NRIs must fill out Form 49AA. In addition to filling out the form online, one can also pay the fees of a PAN card online through different modes of payment.
PAN Cards fees in India
When applying online, applicants residing within the country need to pay a fee of Rs 101, which includes a processing fee of Rs 86 plus Goods & Services tax charged at 18.00%. This pan card fee applies to getting a physical PAN card delivered to the person's address.
But in the case of acquiring e-PAN cards, the fees is Rs 66. It will be sent to the e-mail ID of the person mentioned when filling in the required details.
PAN Card Charges for Citizens Outside the Country?
On the online application of a new PAN card, the government charges a fee of Rs 1011.00 [ (Application fee + Dispatch Charges Rs. 857) + 18.00% Goods & Service Tax] to entities with a communication address outside India.
But in the case of acquiring an e-PAN card, the fee is Rs 66, the same as for an Indian resident. It will be sent to the e-mail ID of the person mentioned when filling in the required details.
Charges for Reapply/Reprint/Changes in PAN Card in India and Abroad
An individual can lose/damage their PAN card or find themselves in a position where changes or corrections are needed in an existing card. In such cases, an individual will have to pay fees for applying for a reprint of a PAN card is Rs.110 (processing fee of Rs.93 plus 18% Goods & service tax). This fee is applicable only if the communication address is within India.
Organizations, entities and individuals residing abroad but having business in India will have to pay Rs 1020.00 [ (Application fee Rs.93.00 + Dispatch Charges Rs. 771.00) + 18.00% Goods & Service Tax] as fees for applying for a reprint of PAN card.
Different Modes of Payment for PAN Card Charges
There are different flexible modes of payment for PAN card charges. Online fees for PAN Cards can be made through credit cards or debit cards or net banking. The offline payment by demand drafts is also accepted but only if the DD is in favour of "NDLS PAN'' (NSDL is now known as Protean eGov Technologies Limited), payable at Mumbai.
